The facility is divided into areas, and credible threats
within each area are considered. Impact vulnerabilities are
identified by analyzing the ways that barriers and protective
mechanisms can be breached and loss of containment, disruption
or other severe consequences experienced. Facility design
and layout, security, controls, safeguards, computerized and
other support systems are considered. Checklists are used
to assist in the analysis and potential consequences are recorded.
Threat attractiveness is considered in terms of likelihood
of breach, potential impacts and motivation. Security measures
already in place and existing safeguards are listed. Recommendations
for additional countermeasures that may be needed to reduce
the likelihood of breach or attack and severity of adversarial
impacts are made for consideration by management. These are
based on the likelihood of attack on specific targets, motivation
due to possible consequences, and weak links in existing security
measures and safeguards that may need to be addressed. Risk
rankings of specific cases are performed as part of the assessment.
